What is the project status?

The transition to Passar takes place in two main phases, which relate to export and import:

  • Passar 1.0 (Export) has been operational since March 2024 and replaces the NCTS procedure.
  • E-dec will remain active in parallel with Passar 1.0 until December 31, 2025.
  • Passar 2.0 (Import) starts on January 1, 2025, with a transition phase until October 31, 2026.

What exactly changes?

The most significant change for businesses will be the introduction of the new ePortal. Previously, registration in the ZKV (Customs Customer Administration) was required to obtain a certificate for communication with the customs server. In the future, this will be done via the ePortal, with communication handled using API tokens.

This change leads to incompatibility between the old and new procedures. The availability of the eVV (electronic verification document) depends on the export procedure used: with e-dec, the ZKV process remains in place, while with Passar, the eVV can only be retrieved via Chartera Output, a module of the ePortal.

The eVV from Passar differ both visually and structurally from the previous ones. They now consist of a single PDF with embedded XML, which eliminates the need to store various formats like XML, SOAP, PDF, and logs.

In summary, then:

  • New ePortal replaces the Customs Customer Administration (ZKV).
  • Communication takes place via API tokens instead of certificates.
  • No compatibility between old and new procedures.
  • e-dec Users: ZKV Process Remains in Place.
  • Passar Users: eVV via Chartera Output (ePortal)
  • New Passar eVV: A PDF with embedded XML.

What do companies need to do?

The most important thing is registration in the ePortal. This ensures that eVV (electronic verification documents) can also be retrieved via Chartera Output. To automatically retrieve the eVV with the new procedure, it is necessary to invite the software provider and grant the corresponding rights. This way, the software provider can activate the API Self-Service.

Therefore:

  1. Registration in the ePortal.
  2. Registering the company and activating the modules.
  3. Activating the rights and sending the invitation code to the software provider.

What can you expect from system providers?

Your software provider should support both procedures and ensure a seamless transition from e-dec to Passar. The exact timing of the switch to Passar is flexible, but it must take place before December 31, 2025.

Ideally, eVV exports from both procedures should be managed within a unified user interface. At Trade Monkey, we’ve implemented this as follows:

  1. eVV-Passar from Chartera Output can be uploaded via “Drag & Drop.”
  2. API keys enable the automated retrieval of eVV (currently in the testing phase, soon available).

Additionally, your software provider should handle the management of API Keys, including their regular refreshing to prevent expiration.
